Purpose: To expand natural habitat protections beyond Celtic borders

Whereas, The world’s natural state deserves to be protected;

Whereas, The current regulations offer no protections to features outside Celtic territory;

Therefore, The Sacred Environment Act (Law #28) shall be amended:

The Sacred Environment Act

Purpose: An act to preserve the environment for future generations.

Section 1: National Parks Service (NPS)

1. By vote of the Commons and Senate, any tile within Celtic control can be deemed a National Park. Any tile declared a National Park will have all future non-Great Person improvements prohibited with the exception of trading posts, unless mandated by law.

1. No natural features may be removed from National Park tiles except by the act of settling a city.
2. No non-Great Person improvement may be built on a tile with forest directly adjacent to a city center if doing so would cause the city to lose faith-per-turn from the Druidic Lore ability, unless otherwise permitted by law.

2. All tiles with atolls, mountains, jungles, or forests without known resources or Antiquity Sites within Celtic control are automatically declared National Parks.

1. If a resource or Antiquity Site is discovered on any tile declared a National Park, the tile will have its status as a National Park automatically revoked, and it shall be eligible to be improved, barring any other restrictions.

3. All Natural Wonders are automatically declared National Parks.

Section 2: Animal Protection

1. All roads must have established animal crossings.
2. The government is limited to constructing tile improvements on only 1 tile per animal resource if identified as a “protected species”.

1. Animal resources considered “protected species” are as follows:        

1. Bison, Furs, Ivory, Whales, Seals

2. Animal resources not listed as “protected species” are as follows:

1. Fish, Lake Fish, Crab, Horses, Cattle, Sheep, Deer

3. All animal husbandry will be subject to strict ethical guidelines
4. The government is banned from the import and export of animal resources listed as “protected species.”
5. No Circus or Menagerie shall be constructed in any Celtic city.

1. The President shall be obligated to sell any such Building within Celtic cities as soon as possible.

Section 3: Habitat Protections

1. The President or Streamer shall never order a Worker to remove any natural feature unless it is both within the borders of a Celtic City and within a distance of three (3) tiles from the City Centre of that City and not adjacent to any Natural Wonder.

2. Once the Fertilizer Technology is researched, the Reforestation Worker designation shall be established.

1. Reforestation Workers may only be used to complete the Plant a Forest action

1. The President is encouraged to prioritize Planting Forests where the following conditions are obtained:  

1. The tile is within Celtic borders
2. The tile is at least four (4) tiles away from the nearest City Centre of a Celtic City.
3. The tile doesn’t contain a natural feature
4. The tile doesn’t contain an improvement
5. The tile doesn’t contain a resource

2. The President may designate any Worker that is not otherwise specially designated by law, a Reforestation Worker

1. Reforestation Workers shall not count towards the Article 1 Section 1e and Section 2e civilian unit maintenance cap of the Budget Act, and shall have their maintenance costs pre-approved
