Celtic Expansion Act

Whereas The Celtic civilization’s continuous expansion is instrumental to its dominance on the world stage; and,
Whereas It is against the Celts’ strategic interests that other empires might settle on our home landmass or on nearby islands;
Therefore, be it resolved:
Section 1: Settlement of New Cities
- The President or Streamer shall, during peacetime, settle at least one new Celtic city every fifteen (15) turns, until there are at least twenty-one (21) Cities settled by the Celts.
- The President or Streamer may not settle a new Celtic city within seven (7) tiles of a city belonging to a foreign civilization, unless the new city would be on Alba (the landmass containing our capital) or on islands within ten (10) tiles thereof.
